House & land · Pakenham
Short answer
In Pakenham, especially the growth areas of Pakenham East, the biggest variable in a house-and-land purchase is often timing. The key question is when the land will be titled and your build can start. Before you sign, get the lot's title status and any expected title date in writing. Check that your finance and the builder's price will hold that long, and check the lot for overlays and site-cost risks. Turnkey Building Group (TKBG) is Victoria's leading builder broker, based in Berwick. We compare full turnkey, fixed-price packages from over 35 builders. The builder pays us from a share of its margin, so you pay TKBG no fee and using us costs you nothing extra.
Checklist
Pakenham combines an established town with newer estates on its growth fringe, including Pakenham East. Many estates are released in stages, so timing and what's finished around you vary from lot to lot. Check:

Titles
Titled land has a registered title, so it can usually settle and your build can be scheduled. Untitled land is waiting for the plan of subdivision to be registered. Until then, it can't settle and your build can't start.
This is where timing can cost more than a lower price saves. Months of extra rent, a pre-approval that expires, or a build price held only for a set period can outweigh a cheaper untitled lot. Here's how to think about it:
| If the land is... | What it usually means | What to ask |
|---|---|---|
| Titled | Settlement can usually go ahead, and the build can be planned | When can I settle? When can the builder start? |
| Untitled, with a title date due soon | Settlement depends on registration happening on time | Is the date in writing? What happens if it slips? |
| Untitled, with a title date well away | A longer wait, so finance, price and rent all matter more | How long is the build price held? Does my approval last? Is there a sunset clause? |
Dates are estimates until the plan is registered. Read titled vs untitled land in Victoria for sunset clauses and deposits, and have a conveyancer or lawyer check your land contract before you sign.
Site costs
Site costs. Site costs pay for getting your lot ready for the slab and connecting services. In growth areas, they're driven by soil conditions, the fall of the land, fill, rock, retaining, drainage and how far services need to run. If an overlay or BAL rating applies, ask whether the package price already allows for it.
Ask whether a soil test and contour survey have been done for your specific lot, and whether site costs are fixed or an allowance. Every package TKBG offers is full turnkey, at a fixed price. Read the written inclusions anyway. Our turnkey inclusions checklist shows what to compare.
Estate rules. Pakenham East estates, like many new estates, usually have design guidelines covering façades, roof style, garage setbacks, driveways, fencing and front landscaping. Ask whether a package already meets them and who handles developer approval. Approval takes time, so build it into your timeline, especially if you're also waiting on titles.
The broker
When timing is the risk, a side-by-side comparison helps. A builder broker (some people search for a building broker) can show you how different builders handle a delayed title: how long each holds its price, what its inclusions cover, and how its designs fit your lot and estate rules.
With TKBG, you brief us once, including whether you've already secured land or are still choosing. We shortlist suitable homes and packages from our network of over 35 builders and compare them on the same terms. You choose the builder and sign the building contract directly with them. TKBG is a builder broker, not a builder.
We're paid by the builder you choose, so it costs you nothing extra. Read how builder brokers get paid for what to ask any broker. Before you sign, check the builder with our guide on how to check a builder in Victoria.

Questions
Check the lot's title status and expected title date, the estate stage, any planning overlays, site costs and the estate's design guidelines. Get the title date and inclusions in writing before you pay a deposit.
Only the developer can give an estimate, and it isn't guaranteed until the plan of subdivision is registered. Get the expected date in writing and ask what happens if it's late.
It depends on your land contract. Delays can affect your finance approval, how long the builder holds its price, and how long you pay rent. Ask your conveyancer what your contract says about delays and sunset clauses.
Some lots on the edges of growth areas may have overlays, and others won't. Get a VicPlan property report for your lot. If a BAL rating applies, ask whether the package price allows for it, and have your conveyancer and builder confirm what that means in the contract.
Neither is better for everyone. Compare specific lots on title status, timing, site costs, estate rules and what's open nearby. TKBG can compare packages in both suburbs side by side.
