House & land · Pakenham East
Short answer
Pakenham East is a growth precinct in Cardinia Shire, planned under the Pakenham East Precinct Structure Plan (PSP) and still being built out. Before you buy a lot there, compare what's built now with what's only planned. Ask which roads, water, sewer, power and internet connections already reach your stage, and compare lots across stages on frontage, depth and orientation, not just size. Then pick a design that suits the lot. Turnkey Building Group (TKBG) is Victoria's leading builder broker, based in nearby Berwick. We compare full turnkey, fixed-price packages from over 35 builders. The builder pays us from a share of its margin, so you pay TKBG no fee and using us costs you nothing extra.
Checklist
The PSP shows where homes, roads, parks, schools and a local town centre are intended to go. A plan isn't a delivery schedule, so check:
For title timing, overlays and bushfire or flood checks, our house and land in Pakenham guide covers them in detail. For what applies across every growth area, read house and land packages in Melbourne's growth corridors.
Titles
In a precinct still being built, lots are often sold before their stage is titled. The short version: titled land can usually settle and your build can be scheduled; untitled land can't settle until the plan of subdivision is registered, so any title date is an estimate. Get it in writing and have a conveyancer or lawyer check your land contract before you sign.
Title is only one thing that has to be ready. Ask about title, services and road access together when you compare stages.
The Pakenham guide has a scenario table for title timing, and titled vs untitled land in Victoria explains sunset clauses and deposits.
Site costs
Site costs. Site costs cover preparing your lot for the slab and connecting it to services. In a precinct where services are still arriving, ask how far each connection point is from your lot and whether a soil test and contour survey have been done for it. Ask which site costs are fixed and which are allowances or provisional, and get the answer in writing. Our site costs guide lists what drives them.
Lot size, frontage and design. Lots in Pakenham East can vary in width and depth from stage to stage, so don't assume one design suits every lot. Frontage shapes the garage, the façade and where living areas go. Before you choose a floor plan, check the house width the lot allows once setbacks apply, whether the garage you want fits, which way living areas will face, and any easement or corner-lot rules.
Estate rules. Every estate has its own design guidelines. Ask whether a package already meets them and who lodges it for developer approval. Our Officer guide covers estate rules in detail. Check our turnkey inclusions guide to see what a turnkey package should list.
The broker
When you're choosing between stages and lot shapes, the right house design depends on the lot. A builder broker (sometimes called a building broker) can show you which designs from different builders actually fit a given frontage and depth.
With TKBG, you send us the lots you're considering. We shortlist designs and packages from our network of over 35 builders that fit each lot and the estate's rules, and compare them on the same terms. You choose the builder and sign the building contract directly with them. TKBG is a builder broker, not a builder. We also help with knockdown rebuilds.
The builder you choose pays us from a share of its margin, so it costs you nothing extra. Read how builder brokers get paid for what to ask any broker, and use our guide on how to check a builder in Victoria before you sign. Questions
Compare what's built now with what's only planned in the Pakenham East Precinct Structure Plan. Ask which services and roads already reach your stage, compare lots on frontage, depth and orientation, and check the estate's design guidelines. Get the title status and inclusions in writing before you pay a deposit.
Open the Pakenham East Precinct Structure Plan on the Victorian Planning Authority's website and find your lot on the future urban structure plan. Cardinia Shire Council also has information about the precinct. A plan shows what's intended, not what's built or when it will open, so ask the developer what's open today.
Ask whether water, sewer, power, stormwater drainage and the internet connection are in and connected to your stage, which roads into the stage are built, and who is responsible for each. Ask what happens to settlement and your build start if any of them is late, and get the answers in writing.
Neither is better for everyone. An earlier stage may have more built around it, while a later stage may offer a different choice of lots. Compare specific lots on title status, services, road access, lot shape, site costs and estate rules. TKBG can compare packages across stages side by side.
Frontage limits how wide your house can be once setbacks apply, whether a double garage fits, and how much of the home faces the street. Check the frontage, depth, orientation, easements and estate rules before you choose a floor plan, and ask whether the Small Lot Housing Code applies.
Check current train and bus services with PTV, school zones for an address with the Victorian Government's Find my School tool, and planned facilities in the official precinct structure plan. Zones and services can change, so check before you buy.
